What Jeffersonville is built from
Across the Ohio in Clark County, Indiana, directly opposite downtown: an old river town with brick and frame houses running back to the mid-nineteenth century in the historic district near the riverfront, later neighborhoods behind them, and modern building further out. The low ground sits behind a floodwall and depends on pump stations to move interior drainage out whenever the river is up.

The Jeffersonville problem
This side of the river carries a documented flood history and it is the reason the defences exist: in January 1937 the Ohio put a large share of Louisville and the low ground opposite under water and forced a mass evacuation. The part that matters for a rug is how the water actually gets in now. Behind a floodwall a high river does not come over the top — it stops interior storm drainage from discharging, so rain falling inside the wall has to be pumped out, and when there is more of it than the pumps can move it backs up through the lowest opening available, which is usually a floor drain in a basement. That is not river water and it is not rainwater either. It is drainage that has already been through the system, and it is its own contamination category. A rug that took it needs that contamination flushed out of the foundation rather than the surface dried, and the ones we are asked about here are almost always the ones that got rolled up damp and stood in a garage afterwards, because everybody had larger problems that week.
